Another one strange device.

One point for its name.
One point for its builder.

Prove it's not impossible  ;)

From a Russian magazine, cca 1965?

This particular picture comes not from the magazine, but I have found its name in a magazine from the very late 60s.

Clue time:

#1 - A great Russian pianist has the same surname as the builder of this car,
#2 - The name of the car. See the attached picture.
#3 - I decided to give a point for the one who can correctly name the engine of this vehicle.

Virage?

Yes! Quite so. The car is named Вираж-2 (Virazh-2), so I believe this answer is the closest possible. The first point is gone.
