Yes it is. Volvo did not wanted it, so later Bertone pruposed it to Citroen to become the BX

I think the history fo that car goes a bit further. I believe it is more or less the same design as the Anadol/Reliant FW11/Scimitar SE 7

My source does not mention those, and personally I think it looks more like a BX than anything else.
Can you show a Anadol/Reliant FW11/Scimitar SE 7 that looks like this? ;)
