Wouldn't actually have a clue if that's electric but they kinda sorta look like batteries.

This car had a multi-piece grille. To me, this looks much like the center section of said grille.

OK well perhaps it's radio equipment.
Hardly likely to be the first car radio, as it's too modern in appearance, but perhaps it's the first car-mounted two-way radio.

OK so it is perhaps an early use of two-way radio by a police force.
It might be in the back of a 1940 Ford Coupe that was used by the OPD (I think that stands for Oceanside Police Division), one of the first to use such new-fangled ideas.
