It's a design student's work of the University of Ruse in Bulgaria.
The student's name obviousely is Stoyan Stoyanov and the car is named "Ruse04" (no further infos)

I would like to add that in my opinion the car's name is not Ruse04. I think I know where did you ge the information from (the file is signed as ruse04stoyanstoyanov2, right?  ;) ). I believe in the file's name Ruse is just a reference to Ruse University, 04 - to year 2004, Stoyan Stoyanov - obviously to designer's name, 2 - number of this car's photograph :)

I saw the names of the other cars, and every time, in the filename there is the word Ruse and the designer's name. In some cases at the end there is the model name. In this case there's nothing else...
