It's apparently a heavily modified car for the Swedish Police called the "Sandcat". It's based on a 2007 Ford with 325 BHP, weighs 7260kg and has a bulletproof body. Sources say that three cars were built so far.
Some also mention it resembles the Plasan Sasa Sandcat which is also Ford based.

Pics and infos (lots of in Swedish! ) are easily to sleuth via Google. (e.g. "Polis sandcat")
