Looks like a boat and it's at a boat ramp, but doubt it would float or the engine keep running in more than 5 inches of water.  Is this in Michigan?

This car was seen at Huntington Beach - Newport News, Virginia. The base is a 1971 Nova with a Z-28 T top and the rest is all custom.
