I think it is a Maserati Mexico, rebodied in Canada ( in the 70s I suppose ) ; it was on sale in Belgium some years ago...

But since I asked for its builder too I need you to tell me that for you to get your point!
If I knew how to lock the puzzle I would do so but I will give you 72 hours to come up with your answer.
Not sure what I have to do if you can't find it though, because you have identified the car.  Half a point maybe!!

One-off hand built aluminium-bodied special built on a shortened Mexico chassis, with all Maserati drivetrain. Rebuilt 4.2 litre V-8 and 5 speed ZF transmission
Built by Monty McGale to showcase his skill as a designer and fabricator, this ‘special’ required two years of full time work to complete.
