That's an Amphicar, c1962, based on Triumph Herald mechanical parts.

"The Amphicar is still the only amphibious automobile ever mass-produced for sale to the public. The German vehicle was designed by Hanns Trippel and manufactured by the Quandt Group at Lübeck and at Berlin-Borsigwalde"

That wasn't the question. 

The correct answer is LBJ driving, Vicky McCammon in the passenger seat, and Joe Califano in the back.

That's a good guess. I found the quote that would lead you to that answer, but I believe you've ID'd on of the three people correctly.

Just another bit of trivia.... LBJ wasn't the only president to drive an amphicar.  Here is Jimmy Carter driving one.
