Believe it or not, that is a Russian mobile nuclear power plant designed for use in remote areas. 

I wonder if it really needs the headlights or it just glows in the dark?    ;D

According to Google Translate, "Self-propelled Atomic Power Plant", which if true is pretty neat. No carbon emissions from this one!
