The wheel bolts suggest Volkswagen, but no engine behind axle, so I'll guess it is mid-engined, like 914.  Tail lights and styling look Brasilian, so I'm going to guess BRM, that made dune buggies in Brasil.

By Jove I think I've got it!  Is the the still-born prototype of the first road-going Elfin, designed by Garrie Cooper or road use, rather than track use unlike previous Elfins, yet using a Formula Vee chassis?

It's amazing what the memory cells drag-up occassionally.  To be honest, it was the Holden tail lights that reminded me what the car was.  How very sad I am!
