It is a 1923 Indy 500, Prince de Cystria at the wheel. I'm not sure, but I guess the model was a T30.

Yes, of course! 1923 Bugatti Type 30 Monoplace Bechereau by Lavocat et Marsaud, one of only 5 with this type of body! Nicelly weird!!
