It looks quite like Bianco, except for the front wheel arches and some more details. So, is it (a modified) Bianco?

The engine is not american.
This car is featured in different sources, in one of them is Argentinian, in another is Brazilian. I'll go for the latter, since the builder was from São Paulo.

Was the engine called Berta (although it is the same thing as Tornado, but still...)?
On a sidenote, could the car be one of the Heve prototypes?

Found it!
It is called Cianciaruso CS1, built in 1973 by Salvador Cianciaruso Neto. The engine is 2-liter JK. It is nicknamed 'Lola Argentina' in a source I've found it in...
