GM, you're right. I can't say if this is Chevy or not, but it's not a Cameo concept. In fact it has no name. But GM is only half of the question.

It has quite a bit in common with the '54 Pontiac Bonneville Motorama concept car designed by Harley Earl.

So my guess is he did this one as well.

No, it's not Earl. He was head of GM design, but there were others under him and that doesn't mean he penned everything. It was a man who was very much interested in trucks (and who also worked on the Cameo).
