It is a Plantivaux Panhard Dyna. This or the same car took part in 1952 Le Mans 24h - I don't know how many were made.

Think I must have made a mistake with 1954 as now I can't find where I found it before...
There was only one so this is the same 1952 car.

I think I know your source, and there it is indeed specified as a 1954 car, so no mistake by you.

I found a site where this car is supposed to be built 4 times, based on Panhard Dyna X86. A picture shows it with license number 6982 R 75, which dates from 1950.
The Plantivaux shown here on AutoPuzzles has license plate 231 N 79, which dates from 1951. The 79 indicates the Deux-Sèvres, and Mr. Charles Plantivaux lived in Niort, the capital of this département. So I guess this was his own car.
The body of the car was made by coachbuilder Ets. Guichard in Fontenay-le-Comte (Vendée).

  It is a bit dangerous to make conclusions by French license plates, though. When a car is sold to somebody living in a different département, or when the owner of a car moves to a different département, the car gets new plates (since the number behind the letter(s) indicates the département). But since here the dates are very close I thought it was OK to point to the difference. Also note the different gas filler cap.
