I think it's one of the prototypes built by Roy Fedden in the mid to late 1940s called 2 EX and registered ARF 5.

That's correct!
Roy Fedden came from aeronautics and built this advanced looking car in 1947. However, it had a tendency to turn over in corners; so unsurprisingly, it was abandoned
