It's the "Firefly" - an electric lantern car made by Eriko Horiki for the Japanese pavillon at EXPO 2000 :)

It's made of washi, a kind of traditional Japanese paper used for origami, lanterns and other handcrafts, and can travel with speed up to 125 km/h supposedly. While running, it's also lit from the inside, like a lantern.

Very good! TRD had some connection with this project too but my Japanese isn't up to finding out what it was!
