Years ago I talked to a fellow, Arnold Saviano, who was involved in a military project to build a vehicle so cheap, that they wouldn't have to take it home.  This must have been related to that project.

The Saviano Scat was not his entry into the throwaway vehicle game, but came later.  He had financing to set up production in Belize, but insurance companies would have no part of that.
