I hadn't seen this car before coming across it on the 'net either. There were several curious and unique prototypes in China during the 1970s and I guess this may be part of that body of work. That's all the info I have on it I'm afraid.

I'm just not convinced it's a Hong Qi, that's all. But who knows what else lurks in the vast depths of history of chinese representative vehicles...

Sorry Quiller et al, but according to at least four independant book sources this car is NOT a Hong Qi prototype! 

It is a 1968 Shanghai SH-761, of which a handful were built from the late 1960s until the early 1980s.  My scanner is currently kaput, but once it's working again I will scan the same image that you first used, with supporting text all stating that it is a Shanghia SH-761 from two French publications, plus one German and one Italian.  Sorry!!

Hmmm. I have my reasons for believing this is not a Shanghai SH-761 but I will let the debate roll.
