Think the driver is Stirling Moss?
Need to dig a bit to find out what the car is though..

Yes, the driver is a rather young Stirling Moss and I have to admit that my source doesn't mention the donor of this special. I have made some quick research and no, this car was not based on an Austin 7.

OK, I'll bow to superior knowledge.
But in "Stirling Moss - Racing with the Maestro" by Karl Ludvigsen it states: "Back in February 1952 Moss had been offered a Harford for a trial, which he found to be 'quite a demanding winter's day out'   Perhaps he'd forgotten that when he decided to take up the sport again with a borrowed Cannon..."

So the dates of his Harford drive seem to conflict.

Sorry, you're right, my source indicated 1952 as well. The other guy in the is John Cooper from The Autocar magazine. But the car and the event were identified correctly

The Harford series were specials built for trialling by T.C. (Cuth) Harrison of Sheffield who was also a racing and rally driver (he raced an ERA and won a Coupe des Alpes in the Alpine rally).
Being a Ford dealer, not surprisingly they were Ford based.

Another photo of SCM and JAC in Harford III OWA 523 appears in the March 1952 Motor Sport. I think the Kitching Trophy Trial was held in February, so a 1952 date for the photo in this thread seems likely.
Elsewhere on the internet there is an entry for SCM/JAC in a Harford for the 1948 Kitching Trophy, but I don't believe it.
