Right off the top of my head I would say that it was a styling proposal for a Vanden Plas issue of the Austin/Morris Allegro

Sorry not quite. You're in the right area with the Allegro link but there's no Vanden Plas connection (or at least my source dosn't mention one). Vanden Plas certainly isn't mentioned in the name.
