Regent Tourer aka Wedding Car, built by the Regent Motor Company, it's based on a FX4 london taxi.

I know it's not exactly the same car, but it's on the same license plate:


There's also a Veranti Royale out on the web with the same license plate, so it must be a John Barlow design.
