Its Jim Miller and Charles Gattilia's Steel Bodied Bonneville Racer.

( its not sure it made it to Bonneville, but thats what they built it for )

Yes. Built in 1952 and based on a wrecked 1950 Ford NASCAR racer.

The only name I've been able to find, is the Miller-Gattilia land-speed racer.
