No. I don't remember HCB's features, but I don't think he was such a funny face. And while HCB's usual camera was a 35mm Leica, this man used a larger camera.

Is this city untypical for the USA like NY?
Or is this city outside the borders of Northern American territory like some kind of enclave?
Puerto Rico for instance (though there it's rarely as cold as on the pic you've shown)?

Sorry Allemano, maybe I could have answered to this question more clearly. And the answer is YES.
Now if you identify the city and pay attention to what the photo exactly shows (which not only that it's winter), you may connect it to a series of pictures made by this very famous photographer.

I am not sure that this is the same car (it looked more like a Chrysler to me at first), but here is a Weegee self-portrait in car, ca. 1944 (note that it's fitted with blackout headlights)
