That's the 1947 Convair flying car prototype designed by W. Brandt Goldsworthy, built at his company (Glastrusions Inc.) and commisioned by Consolidated Vultee Aircraft Co.
That picture is minus it's "other half" consisting of an engine, prop and wings used for flight.
