Gonna go way out on a limb and risk my prestiege, because I've never seen a picture of the car I'm about to guess so I have no way of confirming it...

It is the french C.G.E. (Compagnie Generale Electrique) Tudor, made in Paris from 1941 to 1946 (during the german occupation). With a cast aluminium frame and a maximum speed of 36 mph, the range of this electric two-seater was up to 56 miles per charge.
