Strange: I think I know where you found the answer. Same picture, but different source (lower quality on yours).
The make is right.
The coachbuilder I didn't know. That makes for one point.
I have it as a 1917 car, but you can prove me wrong. And I asked for the owner. That would make another point.

Since it looks like a 1917 Locomobile Military Limousine, is the "owner" the "US Military"? ???

US Military is probably the "owner", so I think the extra point goes to Allan because of the way I put my question.
I meant more exactly the "user" of that car, a particular and important "US military" of the time. The link Paul gave dates the car from 1917, which is more likely and coherent with this "owner/user" I have. If you find it; no point for it, just the glory.
