Is it some sort of a Riley?

Not a Riley, although it's obviously from the same country.

It's not.
A bit early to give a clue.

I did a search on the number plate, it's electric powered. I still don't know what it is though.

Search on the number plate: good idea. I knew you could do that in the UK and I left it readable on purpose.
Yes it's an electric car.

well, it looked like it was from the late 1930's, so i googled "electric car 1939", then "electric car 1938", "electric car 1937", "electric car 1936" and when i got to "electric car 1935", i found a car called wilson, so i would say it is a 1935 wilson - although i found another illustration of the same car on another site where it said it was 1926, so i suppose it could be a 1936 wilson.....

Good golly, Helen, that was a PRO puzzle you solved, and I hoped it was going to last a bit longer !
Yes this is the Wilson electric car (1936 as far as I know). I'm not home but I will add another pic and some more info (maybe the same that you found) as soon as I get there next week.

I don't know the car basis, but Hillman Minx is not mentioned by my source

D-type

Could it be based on a Morris 8?
