If you had cropped that big banner away, I wouldn't have got it - but there were a bit too many clues in the picture  ;) so, this appears to be Tom McRae, founder/CEO of The Great Race, crossing the finish line in Sacramento in the year 2000 edition of the race, in his '34 Andy Granatelli Rocket Car...
