This is the Norwegian VW-based one-off Stranden Scorpione, constructed and built 1968-1972 by Einar Stranden:

Yes, and it's an incredibly well-done one-off built with completely amateur skills. The fascinating story of the build is available on the web site that SeaLion links to. For those of you who wondered - this is the car I went to see a couple of months ago - and here are some more pictures!

The sound from that VW engine is also quite nice, actually - Mr. Stranden has obviously done something very right to the exhaust.
