I knew I'd seen it before, I just had to do some digging. This is the Dena, described as a "boulevard buggy", built on a (shortened) Beetle chassis (surprise!). It is currently offered for sale by an American company known as "R" Motor Sport, Ltd., if their website is trustworthy. Most kit car makers' websites aren't.
