Yes, it is! From 1977.

The Marcadier Barzoi 2 used the mechanical bits of a Simca 1000 Rallye and a Simca 1294cc engine.
About 50 kits were sold between 1977 (or 1978) and 1983.
The headlights seemed to vary quite a bit between one car and the next.
(FYI, another website gave the year of the car you have pictured as a 1980 model on a static written display.)
