I'd never heard of a Dodge Charger IV, and this is not it anyway.
I googled that and all I got was the Dutch wikipedia (and several Polish websites) who give that name to cars produced from 1982 to 1987 (powered by a 1,6 liter Peugeot engine !!!). Obviously not our car. Keep digging.

another fun experimental creation from Elwood Engel and associates was the no name Charger R\T. Engel's crew took the stock Charger design to the extreme by chopping the top off and cutting down the windshield....

As the large numerals on the hood advertised, there was a 440-c.i. engine to power the Charger R\T. Since it had no offiacial name, it was later known as the Charger IV. "American Dream Cars"

You're obviously talking about that same car, although, as I said before, I never saw it called "Charger IV", and still can't. Which doesn't mean you're wrong. True, it's often the problem with idea cars, they don't have official names.
But this one was known by a much more commonly used name at the time. This is the one you'll have to find to earn that point.

The Topless Charger began life as a standard 1968 Charger R/T. Chief stylist for Chrysler Corporation Elwood P. Engel used the roofless Charger as an evaluation in styling. The Charger's roof was cut down to the belt line, while a short windshield kept the debris from the occupants faces. In order to maintain a sleek clean image the door handles were removed and the rear seating area was covered with a roadster hard-shell boot. The white with blue trimmed Charger had its bumpers de-chromed and painted body color (white). The hood and trunk lid were both painted non-glare black. Additional sport features included perforated stainless alloy steering wheel, cone-styled side view mirrors, custom racing wheels, finned side pipes, locking hood pins, and dual quick fill gas caps.
