I searched with that as a starting point, and whaddyaknow - there it is:

The VW Golf Biagini Passo, apparently built in Italy... by Fiat?? Strange.

Well done, yes, it's a Biagini Passo. Somehow I doubt very much if was really built by Fiat...

According to my database the manufacturer is Biagini Automobili Divisione ACM SpA, S. Lazzaro di Savena.
Company started production around 1990.

Del78's pic was the joint project (called B15) between ACM (aka ALI CIEMME from Chieti, former CIEMME the ARO importer from Bologna) and Mr. Biagini who later led to the Passo.
