Looks as if it should be a prototype of Count Peter Schilovsky's Gyrocar.

This is the Mauser Monotrace from the 1920s, there is a bit on info here - <<< LINK REMOVED >>>

In 1925 the chassis seems to have been heavily modified.
And there were plans for a racing version, too!
