Cooper wheels, I'd say, but not a Cooper shape.
Perhaps a Cooper Monaco with a bigger motor, such as a Buick?

I'm not sure it's not Cooper-based. It does have a bigger engine (than a Cooper Monaco), but it's not from a Buick.
