Very close to a '57+ OPEL Rekord P1.  Concept I would say

Maybe closer but I can't find better than a proposal for the Kapitän P1 in the late 50's. The rear looks a bit like the 1960 Buick's.

It's the P1 Prototype for 1960.
Due to negative press critics the model never came any further than a concept.
