Hi, that is a Fiat 500 Topolino-based built by Urania.
"Uraina cars were built from 1947 to 1949 and were based on the Fiat 500 Topolino tubular chassis and had BMW motorcycle engines. Berardo Taraschi merged these cars with Giannini engines to form Giaur"
