It's a 1949 Morere GML Roadster.
(Never heard of it, but that's what the website says anyway).

That's it...this car has a 4 cyl 1100cc engine from the Simca huit (8) in the Simca five chassis and was built in 1949 in France (Toulouse).The body is steel + aluminium the hp were raised from the standard 32 to 45..this car was presented to the Simca management as a proposal for a production car but nothing developed from the idea...Mr.Morere then turned to making about 400 bodyless fast tiny karts.

well, after looking at quite a few photos of french convertibles, the grille looks like it's from something called a delahaye.  i would guess from the appearance of the car that it is late 1940's.  the delahayes of this period i found photos of looked a bit longer than this car, but i'll guess it's a delahaye 135 (that's the only model designation i could find).

well, if that's not it, i don't know what it is.

one car that kept coming up when i was searching for french coachbuilders of that period though was a lago-talbot.  they seemed to have almost every style of bodywork imaginable fitted - there appear to have been two models, a t150 and a t26.  the t150 looks a bit too big.  any chance it's a t26?

Correct - based on a Simca 5. Germaine Morere built this car in an effort to convince SImca to series-produce it, but he was not successful in doing so. Morere went on series build go-karts, instead.
