Though I haven't found a picture yet I guess, according to it's start number #7 and the date you've mentioned that it's probably a Fiat 500 spider with Zagato coachwork which participated on the Mille Miglia 1938.

Close enough, I would say. (It clearly is not a Spyder) On the site I found the pic (

) it is called a Fiat 500 Zagato, on the Mille Miglia results (
http://www.wspr-racing.com/wspr/results/nonchamp/nonchamp1938.html
) it is called a 'Fiat 500 testa Siata hardtop'. On a site dedicated to Zagato (
http://www.lanciaflavia.it/archivio_carrozzieri/zagato.php
) it seems to be listed as a Fiat 500 Siata.
The drivers in the 1938 Mille Miglia were Renato Donati and A Garzi. They finished 55th out of 72 finishers.
When I put up a search for Renato Donati, it popped up all over as an aeroplane pilot who set an altitude record in 1934 - I assume it to be the same person.

I know that french source (unfortunately not this particular page!) and the Zagato page as well, but first thought it was the Zagato Siata shown here on the first pop-up pic:

The roof is seemingly a removable hard top, so I believed that it could be quite a spyder underneath.
