The chrome thingie appears to be a hood latch/lifting device, though where it came from or what it is attached to I have no idea.

It appears to be a front opening bonnet a la the XK-E. Probably British.    ;)

Its a Chaparral 1.  The do-dad is a light to illuminate the numbers on the side of the race car.  The light appears to be a license plate light from some other car.  If you're asking what car is the source of that light, I have no idea.

The light appears similar to, if not the same as, the Lucas type 467 number-plate lamp found on countless British cars of the 1940s-1960s
