This is the 1947 Bernardet-Violet, a tiny racing car. The man standing behind it is Roger Bernardet. (OK, so I read the markings on the side of the car. So what? It was still difficult to find more info...)

I wonder if it's the same M. Violet whose 1925 Sima-Violet had the noisiest two-stroke ever heard. Also known as Alcyon.
