I agree it's Brands Hatch.
The car following seems to be Graham Hill in Rob Walker's Brooke Bond Oxo Lotus 49C, so it would be a Formula 1 race, unless it was Formule Libre.

If you look at the Wikipedia link I gave, I think that's the same car, the same day and the same driver, i.e.  John Surtees himself
