Is that New York's evacuation plan for the next hurricane?

This should be Joseph Bologna´s movie vehicle called CYCLOPS from the 1976 movie "the big bus". One of my very early films I can remember...

It was driven by an atomic reactor, there was a bowling center inside as well as a pianobar and, of course, a swimming-pool.
