I does look like a Kellison, but this car was a purpose-built car. This car features an unusual type of construction I haven't seen used elsewhere.

Hi...is that the Joe Kane's Hummingbird corvette-based?I found only this pic and it is very similar...the only differences are in the windshield and in the airscope on the bonnet...but even the bonnet itself has the same shape!

...if I recall correctly, the car's structure was fiberglass over aluminum honeycomb. That type of structure was not unknown in light aircraft, it was quite unusual for Bonneville speed record home-built's.
