This car is not American in origin. It's colorful plumage, as you rightly surmised, came after it was purchased by an American for who campaigned it in the US..

Maybe it is a (Jaguar-based) Ronart.

They usually have fenders:

So maybe this is a more classic racing style  variation of the Ronart W152.

It should have become easy, but it hasn't.
Non-cross-flow engine with the carbs/exhaust on the right narrows the field, as does the beam front axle.
The steering column seems to disappear forwards but not show underbonnet.
It is also not easy to get the scale of the beast, but it seems smaller than it looked at first (scaling by the twin-end SU pump).
MG TC would fit, but not with that oil filler or steering column.
