Not many tracks have THAT many grandstands.  Looks like Indy to me.  Perhaps this is Tony George's first race car and he decided to test it out at The Brickyard?    :P

The site I found the pic led me to believe this was shot at the 24 hours of Nurburgring. But it seems you are correct.

This is not the Ring. Even after its re-construction in 1983 it doesn´t have even one part with that looks.
