never seen  that before...

On the first look just  another VW-Beetle based thing. But the italian looking wheels in different sizes, the Maserati-esque doors - no idea!

Is that a fixed, a targa-style or some kind of  early steel folding roof?

It is the italian Lombardi FL 1 from 1972. 2-liter Lancia boxer engine and top speed 200 km/h.
