Make and model of the car please and name of the driver if you are well informed, and the date/venue/event if you really know a lot!

Maserati 250F

Not sure which chassis - probably either 2507, 2508 or 2509.  Given time I might be able to nail it down

The Maserati 250f raced with that number (among others gp) on
1954/jul/04  4th GP d'Automobile Club de France, Reims driven by B. Bira  chassis 2504 engine from 2044...
1954/jul/04  4th GP d’Automobile Club de France, Reims driven by Ken Wharton chassis 2509.
My guess....the first!

1955/07/16 R.A.C. British GP driven by Lance Macklin, chassis 2508
1956/09/02 GP d'Italia driven by Umberto Maglioli & Jean Behra, chassis 2523
1958/05/18 GP de Monaco, Monte Carlo, driven by Giorgio Scarlatti chassis 2529.
My guess...the first!

I would say definitely 2508 in 1955 as it's the only one 250F I've ever seen pictured with those wheels.

Could the driver be Johnny Claes in practice for the Belgian GP?  the Belgians used to use different numbers in practice to foil the programme pirates. In which case the date would be 3rd or 4th of June 1955.

Or am I barking up the wrong tree altogether?

2508 was the second car to be fitted with those wheels (and brakes).
The other has been mentioned, but with a different driver and location.

So does that make it 2009, the Owen Organisation car?

Yes, 2509 (as you intended) it is.
Where and who, then?

So this is my guess:

Peter Collins drove the #42 Maserati 250F for the Owen Organisation during the 1955 R.A.C. British GP/ Aintree and retired because of a broken clutch.
