It is the british Humber Humberette cyclecar, with a 8 bhp vee-twin mounted transversly and in-unit with the three speed gearbox, shaft drive and full differential. The Humberette was offered from 1903. The price was £120, watercooling was a £15 option.

However if I may comment, I think that if that was the original picture, I'd say it was the single-cylinder job of 1903-5 or so, not the rather later V-twin as described by SeaLion which was available in air- or water-cooled versions.
