No idea about the driver, but judging from pics a friend of mine took the last couple years, I'd say that is at the Bonneville Salt Flats in Utah........

Nope, not the Salt Flats.

Here's a better look at Betty.

She also set records in, among other cars, one of the Ghia-built Dodge Firearrow cars. Betty Drove the Firearrow III (1954) - a 2-seater Sport Coupe, also called the Firebomb - to a clocked at 143.44mph at the Chrysler proving grounds.

From Hotrod.com:

Quote
“I remember in 1954, one of the executives from the Dodge Division of Chrysler Corporation called me and asked if I would come to their new proving grounds in Chelsea, Michigan to take their new1954 Dodge concept car around the track to see if I could break some records." Skelton said. "When they picked me up at the airport they brought me immediately to the proving grounds in my high heels and party dress and asked me to take the car around the track.  I was a little unprepared being that I had not even unpacked my road gear but immediately rallied to the challenge and took the car around the track.  It handled so well I didn’t realize that there was any possibility of breaking a land speed record until they told me that I had averaged a 143.44 mph.”

Betty also set another land speed record for women at Bonneville in Art Arfons Cyclops with her run of 277.62 mph with a top speed of 315.72 mph in 1965.
